Maha eligible people in ASDD list get another chance to make it to final roll

Pune: Eligible people among nearly 2.07 crore voters categorised as absent, shifted, dead or duplicate (ASDD) under the SIR process and left out of the draft electoral roll in Maharashtra would get another opportunity to include their names in the final voters’ list.Election Commission of India (ECI) on Friday instructed poll officials to make another effort to facilitate the delivery of filled up enumeration forms physically or digitally from people not being able to submit the same in the first phase of Special Intensive Revision (SIR) of the electoral roll, wherever contact details are available. The commission did not specify a deadline for the submission of forms or completion of the exercise, a Maharashtra poll official said.Besides Maharashtra, ECI’s fresh directive will benefit people in the ASDD category in six other states and Union Territories — Delhi, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland.Maharashtra had 9.78 crore electors before the Special Intensive Revision (SIR) of voters’ list, against 7.71 crore in the draft roll. The 2.07 crore excluded electors account for 21.14% of the previous electorate.Of these, 76.8 lakh (7.85%) were categorised as permanently shifted and 75.52 lakh (7.72%) as absent or not found. Together, they accounted for nearly 1.52 crore, almost 74% of the uncollected forms. The remaining categories comprised 34.81 lakh deceased voters, 17.63 lakh already enrolled or duplicate voters and 2.23 lakh under “Others”.The list of ASDD electors is available on the chief electoral officer’s website (https://ceoelection.maharashtra.gov.in/ceo). The chief poll officer’s office has directed citizens to check if their names figured in it.A senior poll official in Maharashtra clarified that those who submitted Form 6 after the publication of the draft roll would not have to fill up the enumeration form again. “Those who have not submitted Form 6 for fresh enrolment must submit the enumeration form, either online or offline,” he said. The official said, “Booth-level officers (BLOs) will have to coordinate with booth-level agents (BLAs) of political parties and trace voters through house-to-house visits and enquiries with neighbours, family members or resident welfare associations. They will also guide electors on the form submission. Forms can be submitted to the BLO concerned.”Electors who have not shifted homes must submit the signed enumeration forms with a statement explaining the delay. Electors or an adult member of their family can hand these over to the electoral registration officer (ERO), assistant ERO or BLO. The field verification report of the BLO concerned would serve as the proof of residence for homeless electors, the chief electoral officer’s office stated. An online submission facility with e-sign will also be available on ECINET.
