LUCKNOW: Flagging instances of multiple voter registration applications filed because applicants do not receive confirmation messages, Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa has directed district election officers across the state to train Common Service Centre (CSC) operators to prevent duplicate Form-6 submissions during the ongoing Special Summary Revision (SSR) of electoral rolls. The directive follows reports that applicants submitting Form-6 online, either independently or through CSCs, were filing fresh applications after failing to receive reference numbers on their mobile phones. This was resulting in multiple entries in the registration system.Rinwa said the problem arose because applicants were often unaware of whether their original applications had been successfully submitted. The CEO has instructed all district election officers to ensure that CSC operators understand the registration process, particularly the generation of reference numbers, mobile number verification and electronic submission requirements.Explaining the procedure, Rinwa said Form-6 is considered finally submitted only after successful e-sign authentication. Applicants must enter the OTP received on their Aadhaar-linked mobile number to complete the process, following which a reference number is generated. He clarified that the mobile number entered in Form-6 could differ from the Aadhaar-linked number. However, the application reference number is sent to the number mentioned in the form.CSC operators have been specifically instructed to enter applicants’ genuine, active mobile numbers rather than their own numbers or fictitious contact details. The CEO also cautioned against filing repeated applications when confirmation messages are delayed due to network problems.Officials have been directed to ensure that operators save screenshots of reference numbers displayed on the screen or note them down and share them with applicants. This would allow applicants to track their registration status without submitting another Form-6.Rinwa also highlighted errors in residential addresses and PIN codes, which frequently result in voter identity cards being returned undelivered by the postal department.Since Electors Photo Identity Cards (EPICs) are dispatched through Speed Post, applicants must provide complete residential addresses and accurate PIN codes to ensure timely delivery. The CEO said registering an active mobile number also enables applicants to receive notifications about additional documents required for verification, download their electronic voter identity cards and access constituency, polling station and booth-level officer details through the ECINET app or the voters’ service portal.District election officers have also been directed to sensitise electoral registration officers, assistant electoral registration officers and booth-level officers to prevent multiple Form-6 entries.Rinwa further instructed districts to undertake public awareness campaigns through media and social media platforms to educate applicants about the correct registration procedures.
