Ranchi: The Jharkhand Education Project Council (JEPC) is set to launch an intensive drive to update the state’s child register starting Nov 10, aiming to track the enrolment status of children aged between three and 18 years, it announced on Thursday. The extensive exercise is designed to identify out-of-school children, including those who dropped out or were never enrolled, to help formulate the annual work plan and budget for Samagra Shiksha for the 2027–28 financial year.JEPC project director Shashi Ranjan has also issued comprehensive guidelines to all District Superintendents of Education (DSEs) and District Education Officers (DEOs).According to the directives, teachers across all govt elementary, secondary, and higher secondary schools will conduct a door-to-door household survey. Non-govt schools will be mapped alongside govt institutions, with teachers from tagged govt-aided schools also required to take part. The entire survey will be carried out digitally through JEPC’s ‘DAHAR 2.0’ (Digital Application for Holistic Action Plan and Review for Out of School) portal. Field data collection via the app is scheduled to run from Nov 10, 2026, to Jan 1, 2027, with final completion targeted for Jan 10, 2027.The council has warned of strict measures for non-compliance. Teachers failing to complete the survey within the stipulated deadline will be asked to submit a formal explanation. Unsatisfactory replies could lead to administrative action, including the withholding of salaries for both the teacher concerned and the headmaster.Additionally, JEPC has instructed headmasters to involve school management committees and panchayati raj institution members in the process, ensuring local representatives are informed of survey dates and validation meetings.
