HC seeks Haryana govt’s reply over non-compliance with directives on Rohtak Dental College principal’s charge
Punjab and Haryana high court

ROHTAK: The Punjab and Haryana High Court has sought an explanation from the Haryana government over the alleged non-compliance with official directions concerning the charge of principal at a dental college in Rohtak. The court has directed the Additional Chief Secretary, Department of Medical Education and Research, to file an affidavit within two weeks, clarifying the status of compliance with the government’s April 15, 2026, communication and explaining the reasons for any delay.During the hearing, counsel for the petitioner submitted that the Additional Chief Secretary had issued directions to the university’s vice-chancellor on April 15, asking that the officiating charge of principal be assigned to the senior-most eligible professor. The communication had also directed the withdrawal of an office order dated March 19, 2026.The petitioner’s counsel argued that more than six months had elapsed, yet the directions had allegedly not been implemented. The counsel urged the court to take serious note of the university’s continued failure to comply with the government’s instructions. In its order dated October 16, 2026, the High Court directed the Additional Chief Secretary to specifically address the status of compliance with the April 15 communication and provide reasons for non-compliance, if any. The affidavit must be accompanied by relevant records and documents supporting the government’s submissions. The court’s direction puts the focus on administrative accountability and the implementation of government instructions by the university. The matter raises questions about why the directions concerning the officiating principal’s charge and the withdrawal of the earlier office order allegedly remained unimplemented for several months. The court directed that the matter be heard along with CWP-15570-2026, Dr Virendra Singh vs State of Haryana and Others. Notice has also been ordered to respondent No. 5 for November 25, 2026.
