Gurgaon: Enforcement Directorate (ED) on Wednesday provisionally attached immovable and movable assets worth around Rs 136.4 crore in the Ocean Seven Buildtech Pvt Ltd (OSBPL) case under Prevention of Money Laundering Act (PMLA), 2002.The attached assets include land parcels at Bilonchi in Jaipur and at Kotputli-Behror in Rajasthan, and a residential plot in Sector 102 in the city. The movable component comprises balances of Rs 69,06,133 in five bank accounts held by the company, its promoter Swaraj Singh Yadav and his wife Sunita Swaraj. With this, the total value of assets attached in the case has risen to around Rs 188 crore.ED’s investigation is based on FIRs registered by Economic Offences Wing of the Delhi, Haryana and Rajasthan police, alleging cheating, criminal breach of trust, forgery and criminal conspiracy in the company’s real estate projects. The latest attachment arises mainly from two FIRs concerning the company’s Rajasthan projects: an FIR dated Dec 7, 2025, registered at Daulatpura police station in Jaipur (West), and another one dated Nov 23, 2025, registered at Paniyala police station in Kotputli-Behror.According to the agency, OSBPL collected more than Rs 118 crore from plot buyers in four projects: Amber Garden at Bilonchi, Jaipur, and Kot Farms, Kot Residency and Kot Industrial Estate at Kotputli-Behror. The money was collected between Dec 2006 and March 2015, on the promise that the projects would be developed and handed over within three to four years. In Amber Garden, collections began in Dec 2006, years before the company applied to Jaipur Development Authority (JDA) for approval of the project map.Site inspections by JDA and revenue authorities found that the projects were never developed and the sites remain largely vacant. Many buyers who paid in full, and some who received registered conveyance deeds and possession letters, were never given possession, and their plots were never demarcated.ED said the funds were diverted instead of being used for development. They were spent on buying office premises for the company in the city and on advances towards other projects. The agency also found that about 39 acres owned by the company and its promoters were transferred to close associates or third-party entities between June and Sept 2025, after the FIRs were registered. These properties have also been attached.ED had earlier attached assets worth about Rs 51.5 crore under a provisional attachment order dated Jan 5, 2026. It filed a prosecution complaint before the special court (PMLA) at Patiala House Court on Jan 9, 2026.
